Team changes from 2010 season

Winners of 2010 Belarusian First League Gomel were promoted to Belarusian Premier League. 2010 runners-up SKVICH Minsk lost the promotion play-offs to Torpedo Zhodino and ertained its First League spot. Kommunalnik Slonim and Lida, who finished on the last two places (15th and 16th), relegated to the Second League. Veras Nesvizh, who finished 11th, disbanded due to financial troubles.

Gomel were replaced by the lowest placed team Premier League Partizan Minsk. Two relegated teams were replaced by the two best 2010 Second League teams (Gorodeya and Slutsk). After Veras was disbanded, additional promotion spot has been awarded to Klechesk Kletsk, who finished 3rd in the Second League.
